When you are talking about a month but not a particular date in that month, use 'in'. 指一个月，而不是那个月中某个具体的日期时用“in”:
He was born in February. 他于二月出生。
She finishes school in July. 她于七月毕业。
When you want to talk about a particular date in a month, use 'on'. 指一个月中某个具体的日期时，用“on”:
He was born on February 20th. 他于二月二十日出生。
She finishes school on the nineteenth of July. 她于七月十九日毕业。
